Innovation policy has traditionally focused on programs to stimulate and support research and development. Yet there are many reasons a strong product won’t make it to market. And, even if it does make it to market, some firms find adopting innovation early too risky. What’s more, there’s no guarantee an innovation will be used for society’s benefit.
Jakob Edler lays out the case for demand-side innovation policy. A leading expert on innovation policy in Europe, Edler is executive director of the Fraunhofer Institute for Systems and Innovation Research in Karlsruhe, Germany. This talk was given in May of 2018 to a crowd of business and policy leaders at the National Arts Centre in Ottawa.
